Christopher Ashley Rozar Flock Misuse: Fired Amid Stalking Probe, Then Hired by Broxton Police

Fired while a stalking investigation was underway. Hired by another police department months later. Georgia POST employment records show that former Coffee County Sheriff’s deputy Christopher Ashley Rozar worked for Broxton Police in December 2024, while a GBI investigation was underway. In May 2026, a Coffee County grand jury indicted him on eight counts involving alleged stalking and misuse of police databases.

What prosecutors allege happened in 2024

According to WALB’s reporting on the Coffee County indictment, several alleged incidents occurred between April 10 and May 1, 2024. The indictment describes misuse of the sheriff’s office Flock camera and tag-reader system and other law-enforcement databases, including the Georgia Crime Information Center system. One count alleges the prohibited use of captured plate data, including for stalking. The stalking count alleges Rozar followed, tracked and surveilled a woman across multiple locations in Coffee County without her consent, for harassment and intimidation. These remain criminal allegations, not proven findings.

A woman brought stalking allegations to authorities in 2024. Then-Sheriff Doyle Wooten requested an independent GBI investigation, and the sheriff’s office says Rozar was terminated after the investigation began. The woman’s identity is not published here. She later spoke anonymously with WALB, expressing hope that other people would report abuse.

The Broxton hiring question

The original Shields of Shame review of Rozar’s Georgia POST profile lists his Coffee County employment ending June 17, 2024. It then lists employment as a Broxton Police Department peace officer beginning December 5, 2024 and ending December 31, 2024. This is the central documented sequence: the Broxton appointment came after the Coffee County separation, but before the indictment and arrest in May 2026.

Those dates do not establish what Broxton knew. A meaningful inquiry requires its hiring packet, background check, former-employer reference calls, POST employment-history query and any information shared about the GBI investigation. It is also unknown whether Rozar received access to Flock or GCIC systems while at Broxton. The charged conduct concerns his earlier Coffee County service, not a proven Broxton database violation.

May 5, 2026: arrest after eight-count indictment

The Coffee County Sheriff’s Office confirmed the arrest following a multi-year GBI investigation. Douglas Now reported that Rozar surrendered to the Coffee County Jail after a grand jury indictment and was later released. The indictment includes four counts of violation of oath by a public officer, two of computer invasion of privacy, one of prohibited use of captured license-plate data and one of stalking. WALB reported his release on bond and that arraignment was scheduled for May 27, 2026. A scheduled hearing is not proof that it occurred or that a case reached disposition.

The August 2026 Georgia POST development

The original Shields of Shame case reports that an August 27, 2026 POST snapshot listed Rozar’s basic law-enforcement and radar-operator certifications as Suspended (POST Sanction). It also showed File Review Required and a POST investigation opened August 13, 2026, marked under investigation. Those historical entries should not be described as a final decertification or as his verified current status. The supplied PDF lets readers inspect the underlying record.

Why this matters beyond one officer

Automated license-plate readers capture sightings of vehicles at specific times and locations. Retained, searchable histories can reveal where vehicles have traveled. Separate criminal-information databases can expose other sensitive personal data. When public employees use such systems outside authorized duties, the harm may extend beyond one unauthorized lookup. Audit trails, reason-for-search fields and independent reviews help identify questionable access.

The hiring sequence adds a separate institutional question: how do agencies exchange information about serious pending misconduct investigations when officers move between departments? Without the Broxton hiring records, that question remains open rather than answered.
